A bill introduced in Wisconsin would provide for statewide cable franchising but has run into strong opposition. AT&T moved forward with U-verse in Milwaukee without a franchise, was sued for that move by the city, then made an interim agreement with the city pending outcome of the case or the franchising legislation. from: Animation Artist Bill Stalls in Wisconsin (Multichannel News) _ While most state legislatures have concluded action on cable-franchising bills, the one in Wisconsin is stuck, awaiting the outcome of a fight over the state budget. The bill, which will move franchising authority to the state Department of Financial Institutions, was approved by the Assembly on a 66-28 vote in May. It was sent to the Senate, where it will be heard, possibly in the fall, by the Joint Finance Committee. Illinois recently passed a much more balanced cable bill than the industry drafted proposal currently before the Wisconsin Legislature. Wisconsin's "video competition" legislation, Assembly Bill 207, should contain the same consumer protections, public access television support, public rights-of-way safeguards, and benefits for property taxpayers as the new Illinois law.
