AT&T filed an application Monday with the Connecticut Department of Public Utility Control to become a “certified competitive video provider,” a new designation provided for under a state franchise-reform law. Meanwhile, the state’s attorney general continued to oppose treating the company any differently from incumbent cable providers.

U-verse avoids Connecticut regulators
September 11, 2007

The Connecticut regulators in charge of issuing video franchise licenses have turned down a petition from the state's attorney general to make AT&T get one. The state Department of Public Utility Control told Attorney General Richard Blumenthal it would not require AT&T to get a franchise license pending the outcome of a federal court challenge. The PUC's decision allows AT&T to continue building out its U-verse system and signing up subscribers.

A Connecticut U.S. District Court has ruled that AT&T's Lightspeed IPTV video service is a cable service subject to local franchising laws.

The summary judgment was a victory for the New England Cable & Telecommunications Association, and the cable industry at large.
